The essential role of the technology in contributing to human civilization is beyond any doubt. On the other hand, how to converge the promoted civilization with the welfare development of mankind is a work to be substantiated through the progress of a country’s institulization. It’s a reality articulated by anthropologist, a truth evidenced by the evolving history and also that something a politician should always keep in mind.
Now, the rising information society brings to us the era of information convergence and innovation with willingness to share. The regenerative medical development articulates in front of us a great vision of personalized and preventive medicine. Impacts of global warming, on the other hand, facilitate the communication between human technology and environment sustainability. However, these advanced technology development also bring to us new challenges; including information privacy, bioethics, and the construction of green energy and low carbon society. The technology will drive the people to learn the new way of self-identity, to adjust living habits and to modify the norms of behaviors.
In the ends, we must face the challenges in getting familiar with and/or in adaptation to the change of human’s value judgment and moral sense. In term of a democratic society, when facing the challenges like these, cross-border, inter-racial, across-community and multi-disciplinary communications become fundamental. In other words, how to lay down a legal foundation for legal environment reconstruction so as to enable the social stabilization; and to provide with decision makers a fair ground for delineation between risk and welfare of technology development, a due process to harmonize the resources competition and allocation, a regulatory framework to implement the policy goals; and, further, to promote the international linkage of national development; all are the requisite elements to support a country’s growth and the process to complement a major national technology policy.
Turning to the traits of NTUST technology research, in addition to the sound fundamental research achievement, the application of technology to the social needs through the unique education system shall be highly remarked. In other words, it’s long been NTUST’s distinguishing feature trying to turn the technology into social uses and to grow the skillful young people to fit social needs. Bearing in mind the vision to match the social needs of policy making personnel encompassing both the professions of technology development and law, the courses designed for the group has been aimed at the cultivation of personnel with technology and legal disciplines.
For the short term consideration, the planning will be made in compatible with college’s focus, viz., to offer a series of legal courses to fit with the integration design of “The Application and Integration of Intellectual Materials Technology;” for instances, “The Research Ethics on Professional and Biomedicine,” “Public Arts and the Protection of Public Performance,” “Ecommerce Law,” “Policy & Law of Green Technology,” “The Legal Issues concerning Cross Strait Technology Cooperation” and etc. For the long term planning, the group plans to develop its own uniqueness in both research and education performances, through the participation in integrative courses arrangement, so as to contribute on Taiwan’s implementation of the principle Rule by Law and the promotion of technology welfare.
